Pricing levels allow you to customize your pricing scheme for products and services based on your various clients. For each product or service, you have a base price from which everything else stems. Pricing levels modify this base price, based on which level you put certain clients in.

For example, you may have a larger client that frequently makes large volume purchases with your company, and you would like to discount the purchases. Instead of lowering the price of the products, you could just create a "Premiere Customer" pricing level, which can purchase products at 85% of your base price, instead of the standard base price.
